The final phase continues. The former Opal Cliff Motors and Cliff Café will become a full-service restaurant and bar with patio dining, plus a second-story one-bedroom residential unit.
PLEASURE POINT PLAZA — Storage Yard Across from SUDA
The developer has not formally resubmitted a new design plan for this 1.2-acre parcel.
What we have seen in the “re-draft” is significantly different from the project permitted in 2019. The current draft includes:
- 4 stories instead of 3
- Reduced setbacks
- 50 rental units*
- Reduced on-site parking
- 10,000 square feet of commercial space
The 2019 permitted project included:
- 3 stories
- 33 rental units*
- 7,000 square feet of commercial space
*The 2019 project included 4 units below-market-rate. The current draft reportedly includes 4–6 below-market-rate units.
This “re-draft” has us concerned, and we are staying closely updated. We will share additional information when formal plans are submitted.
THE LUMBERYARD — 38th Ave & Portola Dr
SPPt requested that the site be cleaned up — and it’s going to happen!
Updated plans have now been resubmitted. The project remains a three-story mixed-use development with limited ground-floor retail space and 22 for-sale condominiums, including 2–4 below-market-price units.
BACK IN SHAPE
Steve Gabay’s chiropractic office and the adjacent parcel, listed at $3.5 million, have not sold. Therefore, no development applications have been submitted.
3501–3513 PORTOLA DR — @ 35th Ave
A community meeting was held August 18 by Jim Rendler of For the Future Housing (FTFH), the new owners of this 1.83-acre parcel next to El Rancho Center.
Their preliminary project plan proposes a four-story development* with:
- 168 100% affordable rental housing units, with a 55-year affordability commitment
- On-site parking
- A community room
- 24/7 on-site manager and facilities personnel
More details will be posted when the project application is officially submitted.
Note: FTFH has a seven-year-old 100% affordable housing project at 708 Water Street. It is a well-maintained building with an appealing design.
40 MORAN WAY / EAST CLIFF DR
Tree trimming and drainage repairs are hopefully completed before the storms arrive.
Erosion along the lagoon is significant, and we have alerted Parks to keep a close watch on the safety of the walking/biking pathway.
Because winter storms can impact the beach and roadway significantly, we are delaying efforts to advance crosswalk and beach-access upgrades until after the winter season.
MORAN LAGOON & HABITAT AREA
The Moran Lake Monarch Butterfly Habitat Management Plan (MBHMP) update reflects current science and guidance regarding monarch overwintering habitat, findings from the 2025 wind study, improved habitat protection and forest-management standards, public safety, and restoration of native species.
YAY! Many people are reporting seeing more monarchs this year. Protecting and restoring their habitat remains important to our community.
EAST CLIFF WALKING & BIKE PATH
Budget constraints have slowed this project.
We are told that repainting bike lanes and pavement markings to improve bicyclist and pedestrian safety will occur before the end of the year.
And a continuous THANK YOU to the volunteers and neighbors who maintain the flower beds and green spaces between 32nd and 41st Avenues. Your efforts make a difference!
FLORAL PARK
A few months ago, the Parks Commission voted to allow a redesign of the park, including installation of a ½ basketball court funded by the Pat O’Neil family.
Neighbors surrounding the park support keeping it as a dog park, as it is today, and have expressed concerns about potential noise and other impacts a basketball court could bring.
As of now, the redesign plan has not moved forward. We have been told that staffing changes have slowed the process.
Meanwhile, Floral Park’s upgraded children’s play area has been a huge success!

We support housing and mixed-use projects along Portola’s commercial corridor that are appropriately scaled, context-sensitive, and respectful of Pleasure Point’s inclusive community identity.
Our Lower 41st boutique area, renowned surf breaks, scenic East Cliff walking and biking path, and local businesses make Pleasure Point a treasured “go-to” destination enjoyed year-round by locals and visitors alike.
Pleasure Point must be kept alive and well.
*County code currently allows four-story development in applicable areas; current California legislation allows six stories and, in some circumstances, more.
